The project was initially promoted by Solar Millenium jointly with Chevron, which filed an Application for Certification to build a 500 MW parabolic trough CSP plant.
After Solar Millenium fell bankrupt, BrightSource bought the project and has changed it to use its proprietary BrightSource Energy LPT technology, a central receiver plant (tower).
The project is now designed as two adjacent power tower plants of 250 MW each.
